The inter-institutional working group for the elaboration of the concept and action plan for the digitalization of the electoral process and piloting of the electronic voting is to be set up at an initiative by the Central Electoral Commission (CEC).
Chisinau, 30 December /MOLDPRES/ - CEC proposes to create the inter-institutional working group for the elaboration of the concept and action plan for the digitalization of the electoral process and piloting of the electronic voting as alternative voting way, in order to digitalize the electoral process and give voters possibility to participate in ballots through electronic voting.
The group will be made up of representatives of the Central Electoral Commission, Intelligence and Security Service (SIS), Justice Ministry and people in charge of digitalization in Moldova: the deputy prime minister for digitalization, Public Institution Electronic Governance Agency and Public Institution, Information Technology and Cyber Security Service, as well as members of the Civic Coalition for Free and Fair Elections.
Under the decision approved by CEC today, the concerned entities will nominate, on a period of 15 days, the members and alternate members and will inform the Commission to this end. If necessary, the group can involve also representatives of other authorities and public institutions, civil society, experts on behalf of development partners or specialists in the field.
Following the confirmation of the nominal composition, the inter-institutional working group will assess the present situation, on a period of 45 days, and afterwards it will work out and will submit to CEC the concept and the action plan on the digitalization of the electoral process and piloting the electronic voting through the digital signature. Also, the group will propose technical solutions for the promotion and carrying out the digitalization of the electoral process. While elaborating it, decision-makers will take into account good international practices and they will compulsorily take into consideration the principles and guidelines as to the standards for the electronic voting, stipulated in the Recommendation CM/Rec (2017)5, adopted by the Council of Europe’s Committee of Ministers on 14 June 2017.
At the same time, the public authorities and institutions will provide to the working group the support needed for the carrying out of the tasks established and the secretariat works will be ensured by CEC.
