Promo-Lex observers report over 170 incidents at opening polling stations

Chisinau, Oct 20 /MOLDPRES/- Promo-LEX mission reported 173 incidents on opening polling stations by 09.00 a.m. 34 of them were verified and confirmed as incidents. Promo-LEX Program Director Nicolae Panfil unveiled the data today.
According to observers, out of 614 polling stations, 86 were opened earlier or after 7:00.
In seven cases, observers noted the presence of advertising materials, posters, election billboards in the vicinity of polling stations. There were also four cases of unauthorized persons within the polling station or within a 100-meter radius and two cases of violation of the secrecy of the ballot by photographing the ballot paper, displaying the ballot paper with the votes cast or improperly placed booths.
There was also a case of deficiencies in the electoral lists in the morning. Specifically, the basic electoral list did not include a voter who had a residence visa within the precinct's radius and had voted in the previous polling station. The voter voted on the supplementary list.
Some of the reported incidents include interruption of the election videotaping process (eight cases); unjustified cessation/suspension of voting in the polling station (one case); ballot boxes were not sealed according to legal procedures (five cases); restricted access for observers or obstruction of the free observation process in the polling station (two cases), unjustified group voting (one case).
For election day, Promo-LEX deployed a short-term observer to 614 polling stations, selected on the basis of a sample established by a sociological company. In addition, a static observer is assigned to all 30 polling stations where Transnistrian voters will vote. Special attention will be paid to polling stations abroad, where 91 static observers have been deployed.
In addition to the static observers, Promo-LEX has deployed 89 mobile teams to monitor the electoral process in polling stations not included in the sample. The mobile teams will observe the access routes to the polling stations, including those where voters from the Transnistrian region will vote.
