Moldova's National Inspectorate for Technical Supervision to be in charge of verifying cost of projects carried out from foreign funds

Chisinau, 30 October /MOLDPRES/ - The National Inspectorate for Technical Supervision (INST) will be in charge of the verification of the cost of the projects carried out from foreign funds. The new rule will be enforced, after the government today approved amendments as regards the state quality control in constructions.
Thus, INST will have capacities needed to ensure the final reception of the roads built from foreign financing sources.
The deputy secretary general of the Infrastructure and Regional Development Ministry, Tatiana Nirca, said that, at present, INST, in the lack of a complete normative framework, faced difficulties in the carrying out of the state quality control in constructions at investment projects financed from foreign funds.
„The amendments proposed through this draft are meant to ensure the correctness of the public investments at the final reception of constructions. At the same time, in this process, decision-makers will take into account the quality and lawfulness of works, including the correct selection of the materials and equipment, according to the project specifications. The project will provide a better transparency in the control process, reducing the risk of corruption and the errors in estimating the costs,’’ Tatiana Nirca also said.
„This must be easier, more transparently and more qualitatively,’’ Prime Minister Dorin Recean said after the draft’s approval.
Besides, the amendments made will ensure the conformity of the construction materials and will regard the situations in which the works of demolition or of removing materials in the process of carrying out the construction works are included, in unjustified way, in the total cost of the project, without being specified in the spending sheet.
